From October 20 to 24, 2025, in accordance with the 2025 work plan of the National Red Crescent Society of Turkmenistan (NRCST), large-scale events on emergency management, coordination of emergency services, and comprehensive assistance to the affected population are being held in the Dashoguz velayat of Turkmenistan. All five branches of the NRCST, including both staff and volunteers, took part in the work, demonstrating a high level of readiness to respond in emergency situations.

The participation of international partners from the International Committee of the Red Cross (ICRC) gave special significance to the events. Ms. Anne Berhe-Vallet, the ICRC Regional Delegate for Restoring Family Links, and Mr. Mikhail Rakhmanov, the Head of the ICRC Mission in Turkmenistan, arrived in Dashoguz to exchange experience and assess the coordination of actions.

The goal of the events was to practice actions in a simulated emergency, ensure rapid coordination between units, organize humanitarian aid, and plan recovery efforts in the affected areas.

The events were held in close cooperation with local self-government bodies, as well as with organizations responsible for responding to natural disasters. Assembly points were organized to mobilize NRCST staff and volunteers, and necessary resources and equipment were prepared.

One of the key stages was the organization of a simulation exercise in a mock disaster zone, during which NRCST volunteers and staff demonstrated high efficiency, teamwork, and readiness to act in field conditions.

Within the framework of the exercises, the planning and organization of activities for various emergency scenarios were practiced. The leadership of the National Society conducted an analysis of the effectiveness of the actions, identifying key areas for improving the response system, training volunteers, and expanding the material and technical base.

Such events contribute to strengthening the national system for the prevention and elimination of emergencies and fostering sustainable cooperation among all structures involved in humanitarian operations.

THE FUNDAMENTAL PRINCIPLES

– Humanity

The International Red Cross and Red Crescent Movement, born of a desire to bring assistance
without discrimination to the wounded on the battlefield, endeavours, in its international and
national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose
is to protect life and health and to ensure respect for the human being. It promotes mutual
understanding, friendship, cooperation and lasting peace amongst all peoples.

– Impartiality

It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It
endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give
priority to the most urgent cases of distress.

– Neutrality

In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or
engage at any time in controversies of a political, racial, religious or ideological nature.

– Independence

The Movement is independent. The National Societies, while auxiliaries in the humanitarian services
of their governments and subject to the laws of their respective countries, must always maintain
their autonomy so that they may be able at all times to act in accordance with the principles of the
Movement.

– Voluntary service

It is a voluntary relief movement not prompted in any manner by desire for gain.

– Unity

There can be only one Red Cross or one Red Crescent Society in any one country. It must be open
to all. It must carry on its humanitarian work throughout its territory.

– Universality

The International Red Cross and Red Crescent Movement, in which all Societies have equal status
and share equal responsibilities and duties in helping each other, is worldwide.
