AUXILIARY ROLE OF THE NATIONAL SOCIETY OF THE RED CRESCENT OF TURKMENISTAN

IN HUMANITARIAN AREA.

The national society of the Red Crescent of Turkmenistan as one of the first humanitarian public organization of the country, which plays an active role in the social and economic reforms implementing in the country during a new historical epoch, performing activity in such areas as social security of people, public health care, strengthening of family institute, education of young generation in the spirit of the best traditions of the Turkmen people: mercy, sympathy and compassion. Carrying out its noble humanitarian mission, the National society honorably represents our country in the International movement of the Red Cross and the Red Crescent.

The National society of the Red Crescent of Turkmenistan is created in 1926 and for many years it is adherent to principles of humanism, mercy and justice, inherited from our ancestors and continues to implement it during epoch of power and happiness. The history of the organization since its creation till nowadays is close related with histoiy of Turkmenistan.

The society of the Red Crescent of Turkmenistan till 1991 earned out its activity as a member of the Red Cross and the Red Crescent Society of the Soviet Union. Since the moment of Society’s creation its employees took active participation in implementing educating healthy life across Turkmenistan.

The most mercy and humanism the National society Red Crescent of Turkmenistan has shown in days of the Great Patriotic War, assisting in rescue of lives and treatment of wounded men. For the courage and humanism in days of the Great Patriotic War, tens employees of the Society have been awarded awards and medals.

Terrible earthquake in Ashgabat on 6 October, 1948 in a few minutes has ruined the city. Among of the first who provided aid to injured people were volunteers and employees of the Society Red Crescent Turkmenistan.

In 1991 since the moment of declaration of the state independence of Turkmenistan and its acceptance as the full member of the world community in history of the National society the new stage commences. In 1992 Turkmenistan ratified four Geneva Conventions and Additional Protocols which specify basics of international humanitarian right. In 1992 by corresponding Decree of the President of Turkmenistan the National Red Crescent Society has been recognized as unique independent public organization in the territory of Turkmenistan which is implementing activity according to main principles of the International movement of the Red Cross and Red Crescent: humanity, impartiality, a neutrality, independence, voluntariness, unity, universality.

It has created legal preconditions for an official recognition of the National society Red Crescent of Turkmenistan by the International Committee of the Red Cross, and in 1995 the National Society of the Red Crescent of Turkmenistan became 164-th member of the International Federation of the Red Cross and Red Crescent Societies.

All activity of the National Red Crescent Society of Turkmenistan is a vivid illustration building a society on the principles - humanism, compassion, mercy with all the people under the motto proclaimed by our National Leader President of Turkmenistan Gurbanguly Berdimuhamedov «State is for people».

Performing out its humanitarian mission, the National society takes part in the social and economic big scale constructive reforms taking place in our country which are laid in the foundation of the policy of Turkmenistan leading by the President of Turkmenistan Gurbanguly Berdimuhamedov.

The national society Red Crescent performs it’s activity across our country through a wide network of welayat, city and etrap units. The society in its structure has in total above 177 thousand members and more than 3 thousand trained volunteers which play the most active role.

Priority directions of the Society activity are:

•      Assistance to the state bodies in health protection of the people by performing of health-educational work, rendering of social support to the most vulnerable groups of population, realisation of preventive activity for various diseases.

•      Training of the population to skills of providing first pre-medical help rend in various situations;

•      Educating of young generation in the spirit of mercy and compassions to other people as continuations of the best traditions of the Turkmen people which origin from ancient history;

• Search of the relatives separated owing to dramatic events of history, acts of nature and other emergency situations, and family reunion.

These primary goals are reached on the basis of close cooperation of the National Red Crescent Society of Turkmenistan and its units with the state, public associations and the international organizations. One of the main objectives of the Society is the further increase of efficiency of partnership that allows mobilizing all humanistic potential of the Turkmen society and the state for the benefits of people. The important component of multiplane work of the National society is medical and social activity which is carried out in line with purposes and objectives of the National program «Saglyk».

The majority of programs implementing by the National society have its aim increasing of level of knowledge of the population on prevention of drug addiction, infectious diseases, including a tuberculosis and HIV/AIDS.

The National society implements a noble humanitarian mission in such vital areas as rendering assistance to people at extreme situations, training the population to emergency response at extreme situations and acts of nature. Working in close cooperation with the State commission of Turkmenistan on emergency situations, Civil defense and salvage operations Department at the Ministry of Defense of Turkmenistan, the various ministries and departments, and also bodies of a local executive power, the Red Crescent of Turkmenistan has developed a system of activity on decrease in risk and possible consequences of emergency situations.

The considerable part of activity of the National society is a search activity performed within the framework of the Program « Family reunion». During acts of nature and various emergency situations ties between the relatives living in the various countries are broken. It is necessary to state, that sometimes the Search Service operates proceeding from reasons of humanity in situations which have been not related with consequences of any emergency situations, namely, in social search activity. It is necessary to state, that the service of search of the National Red Crescent Society performs its activity in interfacing the services in other countries.

As a member of the Interdepartmental commission on monitoring of performance of the international obligations of Turkmenistan in the field of human rights and the international humanitarian right, the National society widely uses the potential for spreading knowledge about the international humanitarian right, basic principles and humanitarian values of the International movement of the Red Cross and Red Crescent. Developing cooperation with various bodies, the National Society assists in implementation of the international humanitarian right in the legislation of Turkmenistan.

In many-sided activity of the National Red Crescent Society of Turkmenistan the special attention is paid to youth. In line with a policy of the President of Turkmenistan, the National society performs different activity with youth on the basis of our time requirements. Now the Youth movement of the National Society has above 2000 young volunteers who work under the motto «Not a day without good affairs!». The most important issues of young volunteers are sanitary-educational activity, assistance to the promotion of healthy life style among contemporaries, environmental protection. The big attention is paid to the practical assistance to the elderly people living alone, disabled, and children from not full or large families. This activity is growing due to involvement in it volunteers from social workers, school teachers, lawyers, people of art and youth.

Cooperation and exchange of experience with the organizations which are a part of the International movement of the Red Cross and Red Crescent, takes the important place in activity of the National society. The international movement is one of the largest humanitarian movements in the world which activity is aimed on strengthening of the international cooperation in the area of the humanitarian right

The Movement structure at the present includes the International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent Societies and 189 National societies of the Red Cross and Red Crescent.

Our National society has long-term interaction with the International Committee of the Red Cross, the International Federation of the Red Cross and Red Crescent Societies, national societies of the countries of the Central Asia, the Great Britain, Denmark, Turkey, the United Arab Emirates and others.

All multiple activity of NRCST is built according to the strategy plans of the Society for 2011-2015 and Strategy of the International Federation of Red Cross and Red Crescent Societies till 2020.

Strategy of the National society provides possibility to all members, to volunteers and employees of the Society to provide assistance in practice using the knowledge and creative abilities to change the situation for better

There is the long way of mercy and compassion in the past, the huge operational experience is gained. The strong foundation for the farther all-round and dynamical development of the National society is built which helps to change a life for better to many generations of people, and especially to those who is in need of support and care.

The National Red Crescent Society of Turkmenistan will further increase the noble activity concerning educating people to proper behavior in emergency situations, healthy life style, educating physically and morally healthy young generation constantly improving its work according to the purposes and objective of an epoch of power, happiness and great transformations.
