May 25! Festive mood, excitement of spring, the scent of flowers, children's laughter. School graduates, surrounded by flower meadows, pay tribute to our national shrines, in the morning among such splendor inherent in today's Ashgabat, is a symbol of the height of national pride, the strength of faith in a happy future and boundless love for the Motherland. May 25 marks the Day of the City of Ashgabat - a solemn holiday - the last bell. This holiday is also celebrated with great joy and inspiration in the Turkmenbashi etrap of the Balkan velayat. During the revival of a new era of a strong state, young men and women who graduated from school in the International Year of Peace and Trust are the backbone of our programs aimed at the further prosperity of our country, as well as our socio-economic, cultural, educational and socio-political reforms. It is a great happiness and honor to firmly connect your destiny with great and significant deeds - to raise the glory of our independent country even higher, to study, learn and work creatively for the sake of a happy life of our people. Therefore, in the name of a prosperous future of our beloved Motherland, getting an education, science, profession, creation, creativity, hard work and constant striving for perfection should become a high duty and the main goal of our youth entering a new life. The contribution of youth to the successes and high standards that we achieve in all sectors of the economy is enormous. Guided by the humanistic principles of our hero Arkadag, our hero Serdar Arkadag, in response to our paternal care for the youth, volunteers of the Turkmenbashi etrap of the Red Crescent Society also actively participate in various events and humanitarian work, demonstrating their skills. On the occasion of the solemn ceremony of awarding diplomas to volunteers of secondary schools of the etrap, who graduated from the Turkmenbashi etrap branch of the Balkan velayat of the National Red Crescent Society of Turkmenistan, volunteers of the Turkmenbashi etrap branch of the Balkan velayat of the National Red Crescent Society of Turkmenistan were presented with letters of gratitude and incentive gifts from the Balkan velayat of the National Red Crescent Society of Turkmenistan for their active participation in various events and humanitarian work organized by the Balkan velayat of the National Red Crescent Society of Turkmenistan. Happy young people, who witnessed the festive moments, expressed great pride in all the opportunities that our Heroic Arkadag and our Heroic Serdar Arkadag created for them. May the souls of our Heroic Arkadag and our Heroic Serdar Arkadag, who create all the conditions and opportunities to live, create, study and work in such a wonderful time, be healthy and successful in their noble endeavors!

THE FUNDAMENTAL PRINCIPLES

– Humanity

The International Red Cross and Red Crescent Movement, born of a desire to bring assistance
without discrimination to the wounded on the battlefield, endeavours, in its international and
national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose
is to protect life and health and to ensure respect for the human being. It promotes mutual
understanding, friendship, cooperation and lasting peace amongst all peoples.

– Impartiality

It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It
endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give
priority to the most urgent cases of distress.

– Neutrality

In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or
engage at any time in controversies of a political, racial, religious or ideological nature.

– Independence

The Movement is independent. The National Societies, while auxiliaries in the humanitarian services
of their governments and subject to the laws of their respective countries, must always maintain
their autonomy so that they may be able at all times to act in accordance with the principles of the
Movement.

– Voluntary service

It is a voluntary relief movement not prompted in any manner by desire for gain.

– Unity

There can be only one Red Cross or one Red Crescent Society in any one country. It must be open
to all. It must carry on its humanitarian work throughout its territory.

– Universality

The International Red Cross and Red Crescent Movement, in which all Societies have equal status
and share equal responsibilities and duties in helping each other, is worldwide.
