On January 15, 2026, a seminar titled "Exchange of Experience on Emergency Preparedness and Disaster Risk Reduction" was held in the assembly hall of the Specialized Foreign Language Secondary School No. 39 in the city of Turkmenabat. The seminar was organized jointly by the Ministry of Emergency Situations, the Fire Safety Service, the Lebap Migration Service, the Department of Health, and the Lebap Province Branch of the National Red Crescent Society of Turkmenistan, with the participation of teaching staff working in kindergartens and secondary schools.

​During the seminar, participants emphasized the necessity of conducting frequent training sessions for young children and students. These sessions should account for specific children's needs, gender considerations, and real-life scenarios that may arise during emergencies. The goal is to enrich the younger generation's understanding of this field and ensure they are well-informed and prepared.

​It was noted that practical exercises conducted by teachers and specialists from relevant departments—on topics such as "Emergency Preparedness and Risk Reduction," "Conducting Simulation Drills for Schools," "Community-Level First Aid and Epidemic Control Training for Volunteers and Students," and "Assessment of Risk and Vulnerability to Climate Change and Natural Disasters"—will effectively prepare individuals for any emergency. These activities are essential for protecting oneself, others, and the environment from danger.

​Following interesting and informative presentations by specialists from the respective services, instructional videos were screened for use in upcoming open lessons planned for the younger generation. Additionally, informational publications prepared by specialists from the Regional Branch of the National Red Crescent Society were distributed.

​In conclusion, it was emphasized that strengthening local and national capacities to respond to events requiring a collective effort against systemic threats is of vital importance for our people, future generations, and peaceful coexistence.

THE FUNDAMENTAL PRINCIPLES

– Humanity

The International Red Cross and Red Crescent Movement, born of a desire to bring assistance
without discrimination to the wounded on the battlefield, endeavours, in its international and
national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose
is to protect life and health and to ensure respect for the human being. It promotes mutual
understanding, friendship, cooperation and lasting peace amongst all peoples.

– Impartiality

It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It
endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give
priority to the most urgent cases of distress.

– Neutrality

In order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or
engage at any time in controversies of a political, racial, religious or ideological nature.

– Independence

The Movement is independent. The National Societies, while auxiliaries in the humanitarian services
of their governments and subject to the laws of their respective countries, must always maintain
their autonomy so that they may be able at all times to act in accordance with the principles of the
Movement.

– Voluntary service

It is a voluntary relief movement not prompted in any manner by desire for gain.

– Unity

There can be only one Red Cross or one Red Crescent Society in any one country. It must be open
to all. It must carry on its humanitarian work throughout its territory.

– Universality

The International Red Cross and Red Crescent Movement, in which all Societies have equal status
and share equal responsibilities and duties in helping each other, is worldwide.
